"Harem" Dress

Is it a skirt or pants? This bodice of this garment is closely fitted to the body with multiple darts and seams which release into a front panel that is brought between the legs and up the back, wrapped around the body, and snapped under the bust. This simple shape is embellished with an engineered surface design in which each separate element relates to both the body and the shape of the garment.
